Publication Fee
Transformative Law Review is committed to transparency, fairness, academic integrity, and responsible scholarly publishing. This Publication Fee Policy explains all fees related to manuscript submission, editorial processing, peer review, fast track review, and publication. All applicable fees are clearly stated before submission, and no hidden charges are imposed on authors.
The journal does not charge any fee at the submission stage. Authors may submit manuscripts and undergo the initial editorial screening process without any initial financial obligation. An Article Processing Charge (APC), when applicable, is charged only after the manuscript has been formally accepted for publication. The journal also provides an optional Fast Track Review service for authors who require an accelerated review process; however, this service does not guarantee acceptance or publication.
Editorial Independence
The payment or non-payment of publication fees, including the Article Processing Charge and Fast Track Review fee, does not influence editorial decisions. Acceptance or rejection of a manuscript is determined solely by academic quality, originality, methodological rigor, ethical compliance, relevance to the journal’s focus and scope, and the results of the peer-review process.
Fast Track Review Policy
Fast Track Review is designed to facilitate a more efficient editorial workflow for authors who require a faster review process due to academic, institutional, or administrative needs. The fee is charged to support the additional workload involved in prioritizing editorial screening, coordinating reviewer availability, monitoring review deadlines, and accelerating communication between editors, reviewers, and authors.
Academically, Fast Track Review does not mean a lower review standard, preferential treatment in editorial judgment, or guaranteed publication. The integrity of scholarly publishing requires that every manuscript be evaluated based on its intellectual contribution, theoretical relevance, methodological soundness, clarity of argument, ethical compliance, and suitability for the journal. Therefore, manuscripts submitted through Fast Track Review may still be accepted, accepted with revisions, returned for major revision, or rejected based on the outcome of the editorial and peer-review process.
Payment Timing
Authors are required to pay the Article Processing Charge only after receiving an official acceptance notification from the editorial office. No APC is charged for manuscripts that are rejected, withdrawn before acceptance, or not continued after editorial screening. The Fast Track Review fee, when selected by the author, is charged for the accelerated review service and administrative handling, not for acceptance or publication.
Waiver and Reduction Policy
Authors who are unable to pay the APC may submit a waiver or reduction request to the editorial office after the manuscript has been accepted. Waiver or reduction requests are considered on a case-by-case basis and do not influence the editorial decision or peer-review process. The journal may also consider special circumstances for authors from institutions or regions with limited research funding.
Refund Policy
Once an accepted article has entered the production stage, including copyediting, layout editing, proofreading, DOI processing where applicable, or online publication, the APC is generally non-refundable. The Fast Track Review fee is also generally non-refundable once the accelerated editorial process has begun, as it covers administrative and editorial handling rather than publication outcome. Refund requests may be considered only in exceptional cases and will be reviewed by the editorial office.

Note: This Publication Fee Policy, including the Article Processing Charge (APC) of IDR 750,000 and the optional Fast Track Review fee of IDR 250,000, is effective as of July 1, 2026. Manuscripts submitted before this date will follow the previous fee policy, where applicable.
