A transparent fee policy designed to support fair access, editorial independence, and the sustainable publication of scholarly legal research.
Fee Policy Overview
Pakungwati Law Review (PLR) does not charge authors for submitting a manuscript. An Article Processing Charge is payable only after a manuscript has successfully completed peer review and has been formally accepted for publication. Authors who need financial assistance may apply for a full or partial waiver.
Submission Charge
PLR does not charge authors for submitting a manuscript. All submissions receive an initial administrative and editorial assessment without a submission fee.
Fast-Track Review
Authors may request an expedited editorial and peer-review process. This service is subject to reviewer availability and prior editorial approval.
Article Processing Charge (APC)
The APC is charged only after the manuscript has been formally accepted for publication. No APC is payable for manuscripts that are rejected or withdrawn before acceptance.
APC Waiver
Full or partial APC waivers may be granted upon request and are subject to editorial approval. Waiver requests are assessed confidentially and do not affect editorial or peer-review decisions.
Important Notice on Fast-Track Review
Payment for fast-track review does not guarantee acceptance, favorable reviewer recommendations, or publication by a particular date. Fast-track manuscripts are evaluated under the same double-blind peer-review standards, ethical requirements, and editorial criteria as all other submissions. The fee relates only to prioritized processing and must not influence the substance or independence of the editorial decision.
When Is Payment Required?
- Submission charge: no payment required.
- Fast-track fee: payable only after the request is approved and payment instructions are issued.
- APC: payable only after formal acceptance.
What Does the APC Support?
The APC contributes to editorial administration, manuscript processing, copyediting, layout and typesetting, digital publication, platform maintenance, archiving, DOI-related services where applicable, and dissemination of the published article.
How to Request an APC Waiver
- Submit the waiver request to the editorial office at [editorial email].
- Identify the manuscript title and submission number.
- Briefly explain the circumstances supporting the request and indicate whether a full or partial waiver is requested.
- Await written editorial approval before making any payment.
Editorial Independence and Transparency
Editorial decisions are based exclusively on scholarly quality, originality, relevance, methodological rigor, ethical compliance, and contribution to the journal's field. An author's ability or inability to pay any fee does not determine whether a manuscript is sent for review or accepted for publication.
Editors and reviewers are not informed of an author's waiver request where practicable. Fee administration is separated from the scholarly assessment process to protect editorial independence.
Payment Information
Payment instructions will be sent directly by the PLR editorial office after the relevant fee becomes due. Authors should not transfer funds to any account that has not been officially communicated by the journal.
