Overview

Pakungwati Law Review (PLR) applies a rigorous and transparent editorial process designed to safeguard academic quality, research integrity, fairness, and the independence of editorial decisions. Every manuscript is evaluated on its scholarly merit, relevance to the journal's focus and scope, methodological soundness, originality, and contribution to legal scholarship.

Online Submission

The corresponding author submits the manuscript and all required metadata through the PLR online submission system. The submission must follow the Author Guidelines and include the anonymized manuscript, author information, declarations, and any supporting files.

Administrative and Technical Check

The editorial office checks the submission for completeness, anonymization, file readability, formatting, citation style, required declarations, and compliance with journal policies. Incomplete submissions may be returned to the author before editorial assessment.

Initial Editorial Screening

The editor assesses the manuscript's fit with PLR's focus and scope, originality, academic quality, methodological adequacy, readability, and potential contribution. A similarity check may also be conducted. Manuscripts that do not meet the journal's threshold may be declined without external review.

Double-Blind Peer Review

A manuscript that passes screening is normally sent to at least [two independent reviewers] with relevant expertise. The identities of authors and reviewers are concealed from one another. Reviewers assess originality, argument, method, evidence, engagement with the literature, legal analysis, organization, and significance of the findings.

Review Outcome and Author Revision

Based on the review reports, the editor may issue one of the following decisions:

Accept Minor Revision Major Revision Reject

For revisions, authors must submit a revised manuscript together with a detailed response explaining how each reviewer and editor comment has been addressed. Revised manuscripts may be returned to the original reviewers.

Final Editorial Decision

The editor evaluates the revised manuscript, response letter, and reviewer recommendations. The final decision rests with the Editor-in-Chief or designated editor and is based solely on scholarly quality, relevance, integrity, and compliance with journal policies. Acceptance may remain conditional upon completion of specified technical corrections.

Copyediting and Reference Verification

Accepted manuscripts undergo language and style editing, consistency checks, citation and bibliography verification, metadata review, and conformity assessment. Substantive changes are communicated to the corresponding author for approval.

Layout, Proofreading, and Author Approval

The manuscript is formatted according to the PLR publication template. A proof is sent to the corresponding author to identify typographical or production errors. At this stage, substantial additions or changes to the accepted content are normally not permitted. Authors must return corrected proofs within [3–5 working days].

Publication and Dissemination

After final approval, the article is assigned publication metadata, including volume, issue, pagination or article number, and DOI where applicable. It is then published on the PLR website and may be disseminated through indexing services, academic networks, and the journal's communication channels.

Post-Publication Oversight

PLR remains responsible for the integrity of its scholarly record. Concerns raised after publication are assessed under the journal's publication ethics policies and may result in a correction, clarification, expression of concern, retraction, or other appropriate editorial action.

Editorial Independence

Editorial decisions are made without discrimination based on nationality, institutional affiliation, gender, religion, political view, or other personal characteristics. Editors and reviewers must disclose conflicts of interest and withdraw where impartiality may be compromised.

Confidentiality

Submitted manuscripts and peer-review communications are treated as confidential. Unpublished information must not be used or disclosed by editors, reviewers, or editorial staff except as required for the legitimate editorial process.
